This is a way for users to "tag" their photos and entries as being related to a specific subject, as well as find other people who are interested in that subject.
To create a "Miley Cyrus" hash tag, you simply put a "#" sign in front of the star's name - no spaces, usually with each word capitalized – so that it looks like #MileyCyrus.

The last part is where the hash tag comes in. Twitter has a "search" feature that allows people to check out what kinds of tweets are being posted about any subject. In fact, most celebrities either monitor or have their staff monitor what is being said about them.

One of the wonders of Twitter and other social media tools is the direct, unmediated access that fans and celebrities can have with each other. Sometimes this results in rather awkward moments for the celebs, but it's simply a way for fans to remember that their heroes are real people, too.
